First, major water conservancy projects have the characteristics of wide coverage, large investment absorption, long industrial chain and many job creation opportunities, which can play a good role in investment promotion. Second, major water conservancy projects generally have a good planning basis, and most of them have been demonstrated for many years, and have the conditions to speed up the construction. After completion, there will be no overcapacity problem. In view of this situation, the Ministry of water resources has planned in advance a number of major projects with relatively good early-stage working conditions. According to preliminary consideration, there are more than 100 projects in recent three years and dozens in this year. The investment scale of these more than 100 projects will exceed 1 trillion yuan. "The preliminary work of these projects has a good foundation, the local enthusiasm is high, and there are no major environmental constraints. As long as the conditions are met, the project can be started soon." Shi Chunxian said.

How can major water conservancy projects promote economy and employment? Shi Chunxian said that the relevant units of China Macroeconomic Research Institute have put forward a research result. Every 100 billion yuan invested in major water conservancy projects can drive GDP growth by 0.15 percentage points, and 490000 new jobs can be created. The effect of stimulating the economy and promoting employment is very good. In the next step, the Ministry of water resources will continue to take the responsibility of compaction layer by layer, strengthen supervision and inspection, and solidly promote the preliminary work, so as to provide good conditions for the smooth construction of the project.
