In the case that the flood situation is obviously heavier than that of the whole year, there is no breach in the main stream of large rivers and important embankments, no dam failure of large and medium-sized reservoirs and small (1) reservoirs, and the engineering risks are significantly reduced and minimized Disaster risk has effectively guaranteed people's life safety.

How serious is the flood this year?

According to reports, the national average rainfall is the largest since 1961. Since June, the average rainfall of the whole country is 18% more than that of the normal year, and the rainfall is concentrated in time and space. Among them, the Yangtze River and Huaihe River are nearly twice as much as those of the normal year, and the Songhua River is nearly three times more than the normal year.

The number of flood is the most in recent 23 years. A total of 21 numbered floods occurred in the Yangtze River, Yellow River and other major rivers. Since the establishment of the Three Gorges reservoir, the maximum inflow of 75000 cubic meters per second occurred, and the third highest water level in history occurred in Taihu Lake.

The number of over alarm floods was the highest since 1998. 827 rivers in 26 provinces of seven major river basins in China had floods above the warning level, which was 80% more than that of the normal year. Among them, 266 rivers exceeded the guaranteed level and 77 rivers exceeded the historical level. The main stream of the Yangtze River and the two lakes exceeded the police for 26-67 days, Taihu Lake for 48 days, Chaohu Lake of Anhui Province for 78 days and the history for 16 days.

What are the measures for disaster prevention?

Forecast. The Ministry of water resources has repeatedly launched level II and level III emergency response for flood and drought disaster prevention, established and improved the flood forecast working mechanism of "special class forecast, joint consultation and rolling correction", extended the forecast period of flood forecast from 1-3 days before to 7-9 days now, and released a total of 1933 sections of 1184 rivers to 350000 stations.

dispatch. A special dispatching team is set up to study and formulate the operation scheme of water projects according to the real-time rainfall regime and forecast results. 3852 large and medium-sized reservoirs in China have blocked 168 billion cubic meters of flood, reduced 1310 times of flooding in cities and towns, reduced 33.92 million mu of farmland, and avoided the transfer of 21.48 million people.

Early warning. For the first time, relying on the "three major operators" to carry out mountain torrent disaster early warning service for the public, issued 445 million early warning messages; issued early warning in CCTV prime time, water conservancy departments at all levels issued 152000 county-level flash flood disaster warning, and launched 392000 early-warning broadcast.

Secret visit. A total of 89 working groups have been dispatched to guide the local defense work. 970 secret visit groups have been sent to conduct secret inspection and supervision on 10376 projects such as dike inspection and defense, water engineering operation and operation, etc., and spot checks have been conducted on flood prevention duty in heavy rainfall areas, performance of reservoir responsible persons and early warning of mountain torrents.
